Something I have done with younger girls is to make paperweights by filling baby food jars with stuff (I have a 5 gal bucket of shells so we usually use that). For service - the Cadettes (US) could do this with a Daisy (US) or early Brownie (US) meeting - or other small children in a day care scenario.
If you don't have shells, collect other small, cheap things...
