We did a teddy bear at our Sparks (Canada: 6-7 years) sleepover last spring. It was one large brown pompom and 1 1/2 brown to match pipe cleaners, some scraps of brown felt or you could use foamy for the ears and nose and brown wool. I just used scraps from around the house and the colors of brown were not all the same.

You fold the pipecleaner in half over the pompom to make the head. Twist tightly under head for neck and fold the two end of the pipecleaner up to form legs and twist together to form a body. Use other half pipecleaner to make arms twisting around neck and folding ends to middle to form arms.

You then take the wool and wind around the body to make nice plump arms legs and body. Glue end in. The cut out ears and glue onto pompom and a muzzle and add google eyes and we tied red bows around the neck.
