Cut open bag, leaving all in one piece. It will be ragged; don't trim it! Begin at long side, and roll fairly tightly. Then twist tightly. Tape into a circle. Glue little decorations on wherever they look best. Add a bunch of raffia or a bow at the top.
These are very cheap, flexible, and the end result is nice!
