That the purpose of Girl Scouting is to inspire girls with the highest ideals of character, conduct, patriotism, and service that they may become happy and resourceful citizens.

That the Girl Scout Movement shall ever be open to all girls and adults who accept the Girl Scout Promise and Law.

That the strength of the Girl Scout Movement rests in the voluntary leadership of its adult members, with the cooperation and support of the community, and in affiliation with the World Association of Girl Guides and Girl Scouts.

That the democratic way of life and the democratic process shall guide all our activities.

That the ultimate responsibility for the Girl Scout Movement rests with volunteers.
